The requirements for admission to practice in this judicial district are found at Local Rules 83.1, which governs requests to be admitted as member of the bar of this district, and 83.2(b), which relates to requests to appear in a case by attorneys who are not members of the bar of this district, such as requests for pro hac admission and law student admission.
MEMBERSHIP IN USDC NH BAR - LR 83.1
In order to become a member of this district's bar, an attorney must satisfy the following:
- be an active member in good standing of the bar of the Supreme Court of New Hampshire;
- file with the clerk's office a completed Petition and Oath on Admission (i.e., Application). You may pick-up a Petition at the Clerk's Office or download (click here) the Petition from this website.
- submit the original signed (in two places) Petition along with an admission fee of $180 payable to the "Clerk, United States District Court."
The Court generally holds admissions ceremonies twice a year, in the spring and the fall. Pending applicants will be notified when the next ceremony is set. Prior to your formal admission, you may practice before this Court by advising us that you have a petition pending when you submit your initial filing. You may not, however, move for the admission of another attorney pro hac vice.
PRO HAC VICE ADMISSION - LR 83.2(b)
In order to appear in a particular case without being a member of the district's bar, an attorney must satisfy the following:
- be a member in good standing of the bar of any court of the United States or the highest court of any state;
- have a member of the bar of this district who is actively associated with the attorney seeking admission file a motion for pro hac vice admission;
- attach to the motion an affidavit from the attorney seeking pro hac vice admission in compliance with LR 83.2 (b)(1);
- submit with the motion a $100 fee (per person) to the "Clerk, United States District Court."
Note that upon obtaining permission to appear pro hac vice, the court may at any time revoke such permission for good cause without a hearing. An attorney permitted to practice pro hac vice in a particular action shall at all times remain associated in the action with a member of the bar of this district upon whom all process, notices, and other papers shall be served, who shall sign all filings submitted to the court and whose attendance is required at all proceedings, unless excused by the court.
