Chief Deputy Clerk Transition

Pamela E. Phelan, Esq., who has served as the Chief Deputy Clerk since 2013, has decided to take a new position as the Litigation Director for the Disability Rights Center. The court has been privileged to benefit from Pamela’s legal expertise and professionalism over the past five years and her considerable administrative skills and legal acumen will be greatly missed. The judges and court staff thank Pamela for her exemplary public service and wish her well in her new endeavor at the Disability Rights Center.

The court is pleased to announce the appointment of Tracy A. Uhrin, Esq., as the next Chief Deputy Clerk in the District of New Hampshire. Tracy graduated cum laude from the University of New Hampshire School of Law and obtained her master’s degree in judicial administration from Michigan State University. She left private practice to join the District of New Hampshire clerk’s office in 2011. In 2015, Tracy left the federal court to accept the position of Clerk of Court in Merrimack Superior Court. During her time in Merrimack Superior Court, Tracy oversaw the implementation of numerous new initiatives in that county as well as the construction of the new Merrimack Superior courthouse. The judges and court staff enthusiastically welcome Tracy back to the federal court family and believe that she will provide outstanding public service to the bench, bar and public for years to come.
