Position Description
The United States District Court for the District of New Hampshire is accepting applications for a full-time permanent Electronic Court Reporting Operator (ECRO)/Contracting Officer. This position is located in the clerk’s office and reports to the Chief Deputy Clerk. The ECRO/Contracting Officer is responsible for recording court proceedings in accordance with approved internal controls, procedures, and rules. The ECRO/Contracting Officer also performs certain contracting functions within the clerk’s office in accordance with Judicial Conference Policy and maintains necessary certifications to perform such work through continuing education. This position also provides backup contracting officer assistance to the United States Probation Office as required. This position offers opportunities for growth within the clerk’s office based on work ethic, performance and mastery of contracting regulations and procedures.
Position Duties
- Record court proceedings. Ensure complete and clear recordings of court proceedings, including setting up and troubleshooting courtroom technology equipment and software. Attend court sessions and conferences as assigned that require an official record by electronic recording. Take appropriate log notes to ensure the accurate identification of court personnel, judges, parties, attorneys, witnesses, special terms of art throughout the proceeding. Process requests for transcripts and audio recordings.
- Provide training or assistance to other employees performing ECRO duties.
- Operate a variety of recording equipment.
- Perform contracting officer work. Purchase supplies and services from a variety of sources. Plan and coordinate time and delivery of goods and services. Prepare purchase orders from approved requests. Compare invoices against contracts and prepare procurement file for payment approval. Maintain up to date knowledge of the Guide to Judiciary Policy and Judiciary Procurement Program Procedures and adhere to the court unit internal controls procedures.
- Perform other duties as assigned.
Qualification Requirements
The successful candidate must possess a minimum of 3 years specialized experience of progressively responsible administrative experience requiring the regular and recurring application of clerical procedures that demonstrate the ability to apply a body of rules, regulations, directives, or laws and involve the routine use of specialized terminology and automated software and equipment for word processing, data entry or report generation. Included in the 3 years should be eighteen (18) months of specialized experience operating a sound recording system for court hearings, taking thorough log notes and processing transcript requests. Candidates should be industrious, creative, intelligent, diplomatic, energetic, forward thinking, dynamic, public service oriented and versatile with exceptional interpersonal and communication skills. While accuracy and attention to detail is essential, equally important is the demonstrated ability to persevere in bringing complex operational issues and/or automated system problems to a successful resolution. Candidates must have the capacity to synthesize complex information, exercise independent, sound judgment, problem solve, and take ownership of and manage both assigned duties and special projects. The ability to balance the demands of varying workload responsibilities and deadlines is critical. The incumbent will be expected to work in a team environment and must be able to interact with all segments of the legal community and public.
While not required, the ideal candidate will have:
- Excellent academic records in an undergraduate degree program from a college or university of recognized standing in such fields as computer science, criminal justice, management, business or public administration, political science, law or related field.
- Understanding of CM/ECF or other electronic case docketing systems.
- Experience with For The Record software or other electronic sound recording systems.
- Experience and/or formal training in project management and technical writing.
Background Checks
The selected applicant will be subject to a background investigation by law enforcement agencies and may be required to provide educational transcripts. Specialized testing of the applicant’s skills may be required.
